The candidates for inspectors from the Inspectorate for the Use of Languages who attend the interactive training which lasts for three months for the general part to obtain the inspector license and which is still in progress have so far acquired general knowledge of the fields of Law on Inspection, Law on General Administrative Procedure, Law on Misdemeanors, Law on Acting upon Complaints and Proposals and Office and Archive Operations.
Due to the emergency caused by the COVID-19 virus pandemic, the interactive training for the candidates for inspectors is conducted online, ie through e-learning, through the new electronic platform for training and exams (LMS), established by the Inspection Council. The Inspection Council conducts interactive training through trainers hired by them. The trainers transfer their knowledge and experience to the candidates for inspectors from the Inspectorate for the Use of Languages in eight modules, of which five have been covered so far.
The first module covered the Law on Inspection Supervision as an essential law in the inspection procedure. During the implementation of the training from these modules, the candidates for inspectors from the Inspectorate for the Use of Languages were explained and presented with the challenges they will face in its application in practice. The training for this module lasted from 14.04.2021-27.04.2021.
The second module lasted from 16.04.2021 – 22.04.2021 and elaborated the topics in the field of the Law on General Administrative Procedure through the presentation of the law itself, its subject, application and basic principles relating to the procedure, submissions, appeal procedure, extraordinary legal remedies and the like.
The Law on Misdemeanors was covered in the third module where the inspectors were acquainted with general conditions for prescribing misdemeanors and misdemeanor sanctions, general conditions for determining misdemeanor liability, as well as misdemeanor proceedings conducted by courts, i.e. state administration bodies or organizations and other bodies exercising public authority responsible for imposing misdemeanor sanctions. The module lasted from 14.05.2021- 24.05.2021.
The Law on Acting upon Submissions and Proposals was included in the fourth module with duration of 25.05.2021-01.06.2021. This module has explained the procedure for acting on the submissions and proposals submitted to the President of the Republic of Macedonia, the Assembly of the Republic of Macedonia, the Government of the Republic of Macedonia, courts, state administration bodies, local self-government units, public institutions and services and other bodies and organizations exercising public authority.
The module for office and archive work included the Law on Archive Material, the Instruction on the manner and technique for handling archival and documentary material as well as a special form of records for the data related to the inspection procedure and it was from 12.03.2021 – 08.04 .2021.
